Any household in Utah is eligible if:

Total household income is at or below 150% of the federal poverty level https://jobs.utah.gov/housing/scso/seal/documents/federalpovertylevel.pdf 

The household is "Vulnerable", i.e. they are responsible for paying their home energy costs either directly to a Utility provider or indirectly.  Indirectly means that a household pays rent to a landlord, trailer park, etc. and the landlord uses part of that rent to help cover the cost of utilities

The household has a least one person living in the home who is a US Citizen or a qualified non-citizen with acceptable United States Immigration Service (USCIS) documents

Benefits are available to all eligible persons regardless of race, religion, national origin, sex, age, or political belief.
